The Legacy at Carr Heights is a newly built, 120‑unit affordable senior housing community built in collaboration with the West Boulevard Neighborhood Coalition, the Westside Community Land Trust, and the City of Charlotte. The project cost about $31 million and is financed through a complex public‑private capital stack. The development is the culmination of many parties including: West Side Community Land Trust, West Blvd. Neighborhood Coalition, LISC, Charlotte Housing Trust Fund, Barings Bank, Fifth Third Bank and Raymond James. The project was financed by Fifth Third (construction), Barings (permanent), and Raymond James (equity). The land trust holds a 99‑year ground lease on the site.

The four-story building offers thoughtfully designed 1 and 2 bedroom floor plans, featuring modern kitchens, energy-efficient appliances, spacious closets, and call-for-aid stations. It offers an array of amenities like a fitness center, community room, and outdoor seating areas. The development honors Nathaniel and Lizzie Carr—early-20th-century Black landowners who established the Carr Heights neighborhood—and supports seniors aged 55+ with income-restricted housing in a historically rooted, community-led redevelopment.
